Adult Protective Services. The Adult Protective Services (APS) system is designed to protect Richland County's vulnerable adults (18 years of age and over). Elder and Adults-At Risk Reporting: Are you a witness or someone told you about an elderly person not taking care of themselves?
Adult Protective Services responds to the abuse, neglect, or exploitation of Richland County's elderly citizens. The Adult Advocacy Division protects the health and welfare of elderly, disabled, and vulnerable adults. Adult Protective Services (APS) and the Domestic Violence Program are a part of this Division. The Division coordinates services to individuals who are 18 or older and are the victims of actual or potential abuse, neglect, self-neglect or exploitation.
